On October 10, Chief Cabinet Secretary Naoto Kan, on a commercial television program, said that population decline is inevitable in a society with a declining birthrate and an aging population, and that he will have to raise the consumption tax rate in the future after thorough administrative reforms.
When asked about raising the consumption tax rate, Chief Cabinet Secretary Naoto Kan said, “I thought it would be better not to say ‘raise it’, but with such a declining birthrate and aging society, no matter how hard we try, we cannot avoid population decline.”

On top of that, he said, “If you think about the future, after thorough administrative reform, you have to ask the people to raise the consumption tax,” and he showed the recognition that in the future, the consumption tax rate will have to be raised from the current 10 percent.
